Eusorph: Each OneNote page is counted as 1, regardless of how much content is in it. That is, it counts the number of page tabs, not any sort of page size or printed pages.

What are parameters by which it chooses how big a page is. It would be great to be able to define the format of the page or make calculations based on the number of words in a page. This would work great for novels.

What OneNote really needs is either a macro or a new version that allows you to insert page numbers--and not the "pages" of the software, but the actual page numbers as they print out. I want to use OneNote for a very important resource that constantly needs updating at my work. Some people want it electronically, and others want it printed. OneNote helps me by keeping each section separate in a tab (therefore, moving around sections, editing them, etc. does not affect the formatting of the  whole or other sections); however, for people who want a printed version, there are no page numbers for them and it makes finding things very difficult, thus making the resource not very usable.

This is a big oversight by Microsoft, as there should already be software that can easily handle this kind of project. Please let me know if something like this becomes available as it will make big difference for the stakeholders in my agency.
