Small-Caps Titles

Capitalizes the first and last word of a selection and any other words longer than 3 letters - all others are set to capitals but 4 sizes smaller to emulate small caps.

Does anyone know someone that I could hire to create a custom macro that would capitalize the *first* letter of words in section/page titles but capitalize all letters of specific acronyms contained in a a local list?

EX: details about IRS forms -> Details About IRS Forms
EX: details ABOUT Irs forms -> Details About IRS Forms
EX: details about irs forms -> Details About IRS Forms
where local list of acronyms includes only "IRS"
